Description:
Poor Cesar had to be surrendered due to allergies in the home. He is very fearful in the shelter, so we would love to see him in a foster home. We think Cesar will be able to relax more in a home than in a kennel! He loves treats and seems like he really wants to be affectionate but just can't take the leap to trust us yet. Cesar needs a quiet home to chill out and get adjusted.
